The Npuls change strategy

The Netherlands offers a high standard of education. Even so, to achieve our ambitions of learning without obstacles, continued high-quality education and ethical and effective use of AI and data, the system needs to be updated and transformed.

This transformation is not a simple process. It is in fact often unpredictable, and – as we know from our research and experiences – does not follow a smooth path from point  A to point B. For the people caught up in it, it sometimes feels chaotic and uncertain.

  • We are initiating dialogues and helping each other to change

We ask meaningful questions: Why do we need to change? What needs to be done differently? Where are we struggling? What can a national programme offer to educational institutions to help them make the change?
  • We are developing and applying new solutions

We investigate what learners, educational professionals, the institutions’ organisations and the sector as a whole will need in 2032. We will adopt this new way of working and stop using what does not work.
  • We are making new arrangements

We agree on systems that reflect the new way of working, to help it become the standard method.
  • The institution decides for itself how swiftly it can make the transformation. However, Npuls offers support to make the transformation quicker and easier. For example, it provides readiness scans and impact scans to help them understand the status of education innovations at their own organisation, it has set up subsidy schemes, and it initiates dialogues within the sector about change and transformation. We call this co-creation.

  • Innovators and trailblazers at educational institutions play an important part in the transformation. Npuls draws on their energy and their expertise, for example by engaging them to help our experts and developers create new digital resources. Institutions that have not had an opportunity to lead the way receive support and funding to embrace the new methods, for example through subsidy schemes.

  • Everything that is developed under Npuls is intended to have a broad applicability. The idea is to prevent major differences between institutions, and to offer equal opportunities to all learners.

  • By initiating dialogues and facilitating co-creation and adoption, Npuls identifies when mutual agreements need to be made, or when laws and regulations have to change.

Npuls is in close communication with decision-making commissions, sector organisations (the Netherlands Association of VET colleges (MBO Raad), the Netherlands Association of Universities of Applied Sciences (VH) and the Universities of the Netherlands (UNL)), SURF and other partners, as well as the Dutch Ministry of Education, Culture and Science (OCW). This allows us to have input on the decisions that are made.
