Learning without obstacles

Learners have more control over their own learning and development path. They encounter no administrative obstacles and have more choices. Both students who are pursuing education before entering the workforce and people who want to acquire new knowledge and skills later in life have access to education.   

This requires an agile education system in which institutions can facilitate their own learning pathways and in which cooperation between the labour market and education is possible.
